France’s response to the climate crisis consists of well-structured carbon-neutral policies encompassing various legislative acts and strategic plans that pursue a well-balanced mix of nuclear power and renewables. These carbon-neutral policies have been implemented through various national low-carbon strategies, multi-year energy programs, eco-environmental plans, and climate and energy strategies, all underpinned by a series of legal frameworks such as the Energy and Climate Act, the Climate Recovery Act, the Green Industry Act, and the Fast-Tracking Renewable Energy Protection Act. Having met with success in reducing greenhouse gases, increasing its effort to increase the share of such renewables as solar and wind power in energy consumption, and citizen-led legislation, France is now at work to speed up its energy transition and advance the role of nuclear power as a carbon-free energy source.
프랑스는 원자력과 재생에너지의 조화에 기반한 다양한 입법과 계획을 포함하는 체계적인 탄소중립 정책을 수립하여 기후위기에 대응하고 있다. 저탄소 국가전략, 에너지 다년 프로그램, 생태계획, 기후에너지 전략 등의 계획을 수립하여 탄소중립 정책을 구체화하고 있으며, 이를 법적으로 뒷받침하기 위한 에너지기후법, 기후회복법, 녹색산업법, 재생에너지 생산촉진법을 잇달아 제정하였다. 프랑스는 온실가스 감축과 태양광 및 육상풍력 중심의 재생에너지 비중 강화, 시민 주도 입법 등을 성공적으로 수행하였으나 에너지전환 속도의 개선, 무탄소 에너지원으로서의 원자력의 역할 재정립 등의 한계를 고민하고 있다.
One of the main goals of France’s education policy is to reduce the social inequalities that individuals face in life due to their social backgrounds. School segregation, whether within or between schools, where students are divided based on their socioeconomic status, has long been viewed as hindering equal educational opportunities, exacerbating social inequality, and, as a result, weakening social cohesion. In response, France’s education policy came to take as its goal “social mix” as opposed to school segregation. Since 2016, the French education ministry has experimented with various projects with a view to promoting social mix across middle schools. This year, France is embarking on a 3-year Social Mix Plan, established based on the outcome of these projects and research findings. This article explores social segregation within and between schools in France, as well as the issues and implications surrounding the promotion of social mix as a proposed solution.
사회적 출신이 개인의 인생에 미치는 영향력에 기인한 사회적 불평등 완화는 프랑스 교육정책의 주요 목적 중 하나이다. 학교 내 또는 학교 간 학생들의 사회경제적 특징에 따른 학교 분리가 교육 기회의 형평성을 방해하고 사회적 불평등을 심화시켜 결과적으로 사회통합에 부정적인 영향을 미칠 수 있는 중요한 문제로 대두된다. 이에 학교 분리 완화를 위한 ‘사회적 혼합’이 교육정책의 핵심 목표가 되었고 교육부를 중심으로 2016년부터 중학교의 사회적 혼합을 촉진하기 위한 다양한 실험이 진행되었다. 이 실험 결과와 관련 연구를 토대로 2024년부터 3년간 ‘혼합계획’이 추진될 예정이다. 이 글은 프랑스의 학교 간 사회적 분리 문제와 대응책으로서 사회적 혼합 관련 쟁점을 알아보고 사회적 혼합실험의 내용과 결과를 바탕으로 시사점을 제시하였다.
France, the UK, and Japan, four countries where population aging has been underway since early on, suggests that as their population aging progressed, public social expenditures increased significantly and economic growth declined, thereby deteriorating the national fiscal condition. While different countries may adopt distinct strategies for public social expenditures, it is common to them all that they must finance these expenditures through tax revenues, social insurance contributions, and deficit spending. The four countries examined trended toward increased tax revenues coinciding with decreased social insurance contributions, or vice versa. It is noteworthy that a substantial government debt could slow economic growth and, furthermore, erode the tax base and social insurance financing. As Korea anticipates its 65-and-older population reaching 20 percent of the national population in just two years, now is the time for the country to start in earnest with the development of strategic approaches to social expenditures and determine an optimal mix of financial sources.
인구고령화를 앞서 경험한 스웨덴, 프랑스, 영국, 일본 등 4개국 사례를 보면, 고령화가 진행됨에 따라 공공사회복지지출은 급증하는 반면 경제성장률은 하락해 재정여건이 취약해지는 것을 알 수 있다. 공공사회복지지출에 대한 전략은 국가별로 다를 수 있지만, 어느 경우든 조세와 사회보험료, 정부부채를 통한 재원 확보가 불가피하다. 4개국들의 사례를 보면, 조세와 사회보험의 비율은 국가간 수렴하는 양상이고, 정부부채 부담이 큰 경우 경제성장을 약화시켜 재원 기반이 취약해지는 것으로 나타난다. 한국은 앞으로 2년 후 초고령사회로 진입하며 공공사회복지지출의 증가세가 본격화될 것으로 예상된다. 이에 대비하여 지출 전략의 수립과 함께 최적의 재원 확보 전략을 마련할 때이다.
프랑스는 2017년부터 ‘장기실업 제로 지역 실험’(TZCLD)을 시작하였다. 모든 사람은 일할 수 있고 일할 권리를 갖는다는 측면에서 실업 문제에 접근하였다는 점에서 수요 맞춤형 직업훈련 제공과 일 경험을 통한 노동시장 정착이라는 기존의 적극적 노동시장 정책과는 큰 차별성이 있다. 고용할 수 없는 사람은 없고 일자리는 부족하지 않으며, 일자리 창출 비용보다는 장기실업으로 인한 사회적 비용이 더욱 크므로 재정은 문제가 되지 않는다는 원칙에 입각하여 2020년 1단계 실험을 마쳤고, 실험 결과에 대한 긍정적 평가와 함께 2021년부터 2단계 실험 과정에 돌입하였다.
