중국Abstract
초록
급속한 경제성장과 사회보장체계의 발전을 추진해 온 중국은 아동복지제도를 잔여적 복지 체계에서 보편적 복지 체계로 발전시키려고 노력하고있다. 최근 중국은 고아 보호 체계를 구축하고 미성년 노숙자 지원·보호 제도를 강화했다. 또한 농촌 지역 ‘방치 아동(left-behind children)’을 보호, 관리하는 틀을 확립하고 ‘불우 아동’보호 제도를 체계화했다. 이와 같은 제도 개혁을 통해 중국의 아동복지는 서비스의 범위와 보장성을 확대하는 커다란 발전을 이루었다. 본고에서는 현재 중국 아동복지의 현주소를 진단하고 문제점과 한계를 검토함으로써 장차 중국 아동복지제도의 발전방향과 과제를 제안하고자 한다.

초록
아동수당제도는 어린 자녀를 둔 부모에게 일정 수준의 현금을 지급함으로써 국가가 아동에게 최저한의 인간다운 생활을 보장하는 보편적인 복지정책이다. 전 세계적으로 빈곤 아동 감소와 저소득 가정의 복지에 긍정적인 영향을 미친 것으로 평가받는 아동수당제도는 영국에서는 1945년경 시작되었다. 그러나 이러한 아동수당제도는 영국의 복지정책이 보편적 복지정책에서 조금씩 멀어지는 가운데 정치적 환경에 따라 변화해 왔다. 이 글에서는 영국 아동수당정책의 역사와 2010년, 2015년에 이뤄진 개혁내용을 간략히 살펴보고, 브렉시트(Brexit)와 최근 영국 총선이 아동수당정책에 어떤 영향을 미칠 것인지 알아보고자 한다.

본고는 이미 아동수당제도를 도입하여 시행하고 있는 세계 각국의 아동수당제도 현황과 아동가족정책으로서 아동수당이 지닌 성격 및 제도 특성에 따른 유형을 살펴보고, 이를 바탕으로 앞으로 도입될 우리나라 아동수당제도의 발전 방향을 모색하고자 하였다.

청소년지원(Jugendhilfe)은 독일 아동·청소년 정책의 핵심적인 개념으로 지원의 대상에 아동, 청소년뿐만 아니라 그들의 가족까지 포함한다는 점이 주목할 만하다. 이 개념의 중심에는 청소년이 개인적 사회적으로 불이익을 받지 않으면서 성장 발달하도록 지원하고, 아동가족 친화적인 조건과 환경을 만들어 가고자 하는 독일 사회의 양육에 대한 경험적 고찰이 자리 잡고 있다.

Abstract
This article discusses how child statistics are generated in France, reports on a recent French survey on children’s quality of life, and considers the implications of the French experience for child statistics in Korea. Since France joined the United Nations Convention on the Rights of the Child, there has been an effort, particularly since 2017, led by the High Council for Family, Childhood, and Aging (Haut Conseil de la famille, de l’enfance et de l’âge: HCFEA), to develop national data and carry out statistical surveys that cover every aspect of children’s lives. The data and public studies on children conducted by the HCFEA and three national statistics surveys on children’s welfare and quality of life that were conducted after 2019 show the direction France’s child policy is moving in and offer recommendations for Korea, where discussions about children’s welfare and child-centered statistics are currently taking place.

이 글에서는 최근 아동 정책의 발전을 위해 아동 중심 통계자료 구축 강조와 함께 아동 삶의 질을 평가하기 위한 지표 개발과 조사에 국가적 노력을 더하고 있는 프랑스 사례를 소개한다. 아동의 권리에 초점을 둔 데이터 구축의 필요성이 제기되면서, 2017년부터 가족아동고령화고등위원회(HCFEA)를 중심으로 아동의 모든 삶의 영역을 포괄하는 국가통계 구축과 조사를 위한 움직임이 시작되었다. HCFEA의 ‘더 아동 중심적인 자료와 공공연구 2018-2019’ 보고서와 2019년 이후 수행된 아동의 삶의 질, 복지와 관련한 두 가지 국가통계조사는 최근 프랑스의 아동 정책의 방향성을 파악하게 하고, 아동의 삶의 질과 아동 중심 통계 구축 논의가 진행되고 있는 한국에 시사점을 준다.

Abstract
In September 2021, the German for Affairs, Citizens, and Youth issued the Implementation of the Federal Government’s Equal Strategy Measures according to Goals, defining comprehensive plans and specific gender equality policy implementations. In November 2022, the German Federal Parliament began discussing the Federal Ministry’s report on the implementation of the UN Convention on the Elimination of All Forms of Discrimination Against Women. This study examines these publications in order to gain a better understanding of the current state of Germany’s key gender equality programs and to draw out implications for Korea’s gender equality policy.

독일 연방 가족·노인·여성·청소년부는 2021년 9월 「연방정부 성평등 전략의 목표별 이행 현황」을 발표하여 성평등 정책의 상세 전략 및 구체적 이행 현황에 대해 보고하였고, 이를 바탕으로 성평등의 법적 보장 및 실제적 보장을 위해 2030년까지의 계획 또한 적극적으로 추진 중이다. 2022년 11월 독일 연방의회는 연방 가족·노인·여성·청소년부가 유엔 「여성에 관한 모든 형태의 차별 철폐에 대한 협약」의 이행 현황에 대해 작성한 9차 보고서와 관련하여 심의 절차를 진행하였다. 이 글에서는 독일의 주요 성평등 정책의 현황을 파악하기 위해 이러한 보고서들의 내용을 분석하고, 독일의 논의가 한국의 성평등 정책에 시사하는 바를 제시한다.

In this article, I aim to discuss the status of social service coverage for migrants in some key welfare states and draw implications for Korea’s social security system. For this, I analyzed the status of social service entitlements for foreigners in the United Kingdom, Germany, Sweden, and Japan, focusing on the areas of care and housing. The majority of care and housing services in Germany and Sweden are available to foreign nationals residing there legally. In Japan, foreigners can apply as nationals for many care and housing services, and long-term foreign residents can receive a wide range of services under the system. On the other hand, in the United Kingdom, many social services are unavailable to foreigners(non-EEA) due to restrictions imposed by the immigration policy on social security benefits for foreigners. It is necessary to explore ways to improve social security concentrating on resident foreigners at the level of domestic social policy and migration policy.

이 글에서는 해외 복지국가의 이주민 사회서비스 보장 현황을 파악함으로써 국내 사회보장제도에 대한 함의를 도출한다. 이를 위해 영국, 독일, 스웨덴, 일본의 돌봄과 주거 영역을 중심으로 사회서비스의 외국인 이주민 수급권 현황을 분석하였다. 독일과 스웨덴은 대부분의 사회서비스 제도가 적법한 체류허가를 받고 국내에 거주하는 외국인을 포괄한다. 일본도 다수의 돌봄 및 주거 서비스에서 외국인이 내국인과 동일하게 서비스를 신청할 수 있어 장기체류 외국인은 제도상으로 대부분 서비스를 수급할 수 있다. 한편, 영국은 이민정책 차원에서 외국인 사회보장급여 제한 조건이 작용하여 다수의 사회서비스가 외국인에게 제한적이다. 이러한 사례들을 참고하여 국내 사회정책과 이주정책에서 정주형(定住型) 외국인을 중심으로 사회보장 개선 방향을 모색할 필요가 있다.

베트남Abstract
The tendency of internal migration flows from rural areas towards urban areas has been increasing over the last two decades in Vietnam. Women account for more than half of all migrants. Compared with male migrants, female migrants tend to be more vulnerable in daily life, especially after the COVID-19 pandemic, in terms of employment opportunities, salary, discrimination, sexual abuse, reproductive health, and child care. The government has built a diversified and comprehensive social security system that covers migrant workers. However, internal migrant workers still find it difficult to access social security policies, particularly employment, health and social insurance, and housing services. This paper, therefore, aims to explore social security issues faced by female internal migrants in Vietnam and then suggest appropriate policy recommendations.

베트남에서는 지난 20여 년 동안 농촌에서 도시로 이동하는 내부이주가 증가하였다. 이주 여성의 수는 전체 이주민의 절반 이상을 차지한다. 남성에 비해 여성 이주자는 취업 기회, 급여, 차별, 성적 학대, 생식건강, 육아 등 여러 측면에서 더 취약한데, 특히 코로나19 세계적 유행 이후 이러한 경향은 더욱 심화되었다. 정부는 이주노동자를 위한 다양하고 포괄적인 사회보장 시스템을 구축하였으나, 여성 이주노동자들은 여전히 고용, 건강보험·사회보험, 주거 서비스 등 사회보장 정책에 접근하기가 어려운 실정이다. 이에, 본고는 베트남 내부이주 여성이 직면하고 있는 사회보장 이슈를 살펴보고, 이에 대한 적절한 정책적 수단을 제안하는 것을 목적으로 한다.
