A mock application of personal budgets for people with disabilities has been carried out as one of the national policy tasks. It is true that social services for people with disabilities have expanded significantly over the years, both in scope and variety, including the introduction of voucher programs. However, there has been some criticism that the services are somewhat rigid, with too little room for user self-direction. The mock application began in 2023, with the goal of phasing in personal budgets to increase service choice and flexibility for people with disabilities. The technical purpose of the mock application was to identify a model for a pilot project. A total of four local governments participated in the mock program: Mapo-district, Sejong City, Kimpo City, and Yesan-gun. They are one metropolitan city, two small and medium-sized cities, and one rural area. The mock program was conducted with the disabled residents of these areas who are entitled to activity support benefits.
