To talk about personal budgets for people with disabilities, I first need to talk about personal budgets. Personal budgets are a system where a public authority determines the level of benefits for a service user based on their assessed abilities and needs, and provides the determined benefits in cash or cash equivalents for the service user to use at their discretion to purchase the services they want. In this way, service provision becomes less standardized and more flexible, and the user is able to design their own services in a self-directed way. Personal budgets are not just for people with disabilities. In many countries, personal budgets are also used for people with other care needs.
