Housing, which has ontological meaning, produces a sense of control and autonomy for all people, as existing studies have examined the health consequences of diverse dimensions such as physical condition and affordability. Using the Korean Welfare Panel Study, this study aimed to explore self-rated health and life satisfaction among housing vulnerable groups. It was shown that people living in a place which is non-housing or inferior to minimum housing standards are likely to report lower self-rated health and lower life-satisfaction compared to the general population. Their associations are mediated by satisfaction with the housing environment, partially in self-rated health and completely in life-satisfaction. Our findings could provide evidence of housing effects on health, and future studies are needed to investigate the complex needs of housing vulnerable groups.
인간이 대부분의 시간을 보내는 물리적 공간으로서 주거는 삶에 대한 통제감과 자율성을 주는 존재론적 의미를 지닌다. 기존 연구들이 주거비의 경제적 부담과 퇴거, 과밀성 등 여러 주거 요소들이 신체적 건강과 정신적 건강에 미치는 영향에 주목해 온 반면, 국내 연구는 주거취약계층의 건강과 삶의 질에 대해 관심을 가지지 못했다. 본 연구는 한국복지패널 12차년도 자료를 활용하여 최저주거기준 미달 가구와 비주택 거주 가구를 주거취약계층으로 정의하고 이들의 주관적 건강 수준과 삶의 만족도를 살펴보고자 했다. 분석결과, 취약한 주거상태는 주거환경에 대한 만족도를 감소시키고, 건강 수준 및 삶의 만족도로 이어지는 매개효과를 보였다. 특히 삶의 만족도는 주거환경에 대한 만족도를 통한 완전매개효과를 보였다. 본 연구는 주거 영역에서의 건강불형평성이 존재하며 주거취약계층이 겪는 여러 영역에서의 사회적 배제가 주거환경에 대한 낮은 만족도로 나타날 수 있는 가능성을 확인했다. 건강형평성을 제고하는 차원에서 주거복지서비스의 적극적인 제공이 필요하며, 이들의 주거 욕구와 건강 수준을 지속적으로 모니터링 해야 한다. 향후 연구는 주거취약계층을 물리적, 사회경제적 측면에서 다양하게 구분하여 그들이 처한 환경과 건강 문제를 살펴보아야 할 것이다.
It has been tried domestically and internationally to realize aging in place with various policies. This study highlights the development of housing consulting centers in the state of North Rhine-Westphalia, Germany, which provide case management for on-site support of Aging in Place. Although housing consulting has not yet been institutionalized nationwide in Germany, North Rhine-Westphalia has built its excellent infrastructure alongside with the nation’s longest history. The purpose of this study is to elucidate the background of initiation and development of the housing consulting system in this state. In this regard, this study deals with implementation process of the subsidiarity principle in the development of a new social service delivery system as core operating fundamentals of German society. For this purpose, expert interviews were conducted with housing consultants and municipal officials. The interviews were analyzed using Kuckartz’s qualitative content analysis method. As a result, the development mechanism of housing consulting center could be summarized as 'financial support' of the state and long-term care insurance fund, the role of welfare association, and the political activities of the association of housing consultant. Based on this, implications for Korean society are presented together with consideration points of using the study results.
국내외적으로 지역사회 연속적 거주(Aging in Place)를 실현하기 위해 다양한 정책들이 시도되고 있다. 본 연구는 노인들이 최대한 오래 기존 거주공간에서 생활할 수 있도록 사례관리를 제공하는 독일 노트라인-베스트팔렌주(Nordrhein-Westfalen) 주거상담센터 체계의 발전과정을 분석했다. 독일에서 주거상담서비스는 아직 전국적으로 제도적 체계를 갖추지 못하였으나, 노트라인-베스트팔렌주는 주거상담과 관련하여 가장 긴 역사를 가지며, 우수한 인프라를 구축했다. 본 연구는 다른 연방주와 달리 노트라인-베스트팔렌주에서 이러한 주거상담 체계가 발전할 수 있었던 배경을 밝히는 것을 목적으로 하며, 활용하는 이론은 ‘보충성의 원칙(Subsidiaritätsprinzip)’이다. 독일 사회의 핵심적 운영원리로서의 보충성의 원칙이 주거상담이라는 새로운 사회서비스 전달체계의 형성과 발전과정에서 어떻게 적용되었는지 살펴보고자 한다. 이를 위해 노트라인-베스트팔렌주의 주거상담사와 지자체 공무원을 대상으로 전문가 인터뷰를 시행하였고, 인터뷰 내용은 Kuckartz의 질적내용분석 방법으로 분석하였다. 분석 결과에 근거하여 주거상담센터 체계의 발전메커니즘을 주정부와 수발보험공단의 재정지원, 민간복지협회의 역할, 주거상담협회의 정치적 활동으로 정리하였다. 이를 바탕으로 한국 사회에의 함의와 연구결과 활용의 유의점을 함께 제시하였다.
