바우처는 선택과 경쟁을 통해 시장을 형성하고 시장기제를 통해 서비스 질과 효율성 향상을 추구하는 정책수단이다. 이러한 바우처의 이론적 가정이 서비스가 제공되는 현장에서 나타나는지 여부에 대한 경험적 연구가 요구되지만 국내에서 이와 관련된 연구는 부족하다. 이에 본 연구는 전문적 사회복지실천과 관련된 바우처 영역에서 경쟁, 시장형성, 서비스질의 관계가 구체적으로 어떠한 양상으로 나타나는지를 분석하였다. 연구방법으로는 지역개발형 바우처 사업 중 전문적 개입을 특성으로 하는 서비스를 제공하는 공급자들을 대상으로 인터뷰를 진행하였다. 그리고 인터뷰 내용을 바탕으로 질적 내용분석을 활용하였다. 분석결과, 바우처의 이론적 가정대로 경쟁을 통한 시장기제가 서비스 질을 보장하지는 않았으며 경쟁이 서비스 질에 영향을 미치는 인과적 메커니즘에는 다양한 요인들이 관련되어 있었다. 이러한 분석결과를 바탕으로 전문적 실천이 요구되는 바우처 서비스 영역에서의 정책적?실천적 함의를 제언하였다.;Choice and competition in voucher system are important factor for improving service quality and efficiency through market mechanism. The validity of theoretical assumption of voucher mechanism should be verified empirically but few research is found in domestic research. So this study analyzed the relation between competition, market formation and service quality in the field of social work practice with professional intervention. Service providers who have operated social service facility in Community-Development Voucher Service were interviewed and qualitative contents analysis was used as a research method suggested by Glaser and Laudel. According to the results of the analysis, this study identifies that the service quality is not guaranteed by the market mechanism through competition as the theoretical assumption and there are many factors in causal mechanism that competition affects service quality. On this analysis, the implication of voucher service policy was suggested.
본 연구는 국민연금에 의한 재활서비스의 필요성을 검토하고, 국민연금이 제공할 효율적이고 실현가능한 재활서비스의 구축방향을 모색하기 위해 이루어졌다. 우리나라에서 재활서비스에 대한 장애연금 수급자의 수요는 매우 높지만 이를 충족시키기 위한 재활인프라는 재원의 제약으로 매우 미흡한 실정이다. 이런 점에서 국민연금의 재활서비스는 재활서비스 사각지대의 해소와 연금재정의 건전화 차원에서 추진될 필요성이 큰 것으로 검토되었다. 국민연금의 재활서비스는 경제성의 원칙 하에서 구축되어야 할 것이다. 이런 점에서 초창기 국민연금의 재활서비스는 의료재활보다는 직업재활 중심으로, 장애연금 수급자를 대상으로, 재취업 서비스 중심의 서비스를 제공하는 것이 바람직 할 것으로 판단된다. 이때 국민연금은 직업재활서비스의 대부분의 과정을 외부 전문기관에 위탁하면서도 재활사례관리사를 중심으로 직업재활의 전 과정을 통제하는 적극적인 역할을 수행해야 할 것이다.;This study discusses the necessity for rehabilitation service by the National Pension Scheme and what methods to take to establish it. The demand for rehabilitation services in Korea is expected to increase radically in the future, as the beneficiaries of the disability pension will be raised. However, the infrastructure for rehabilitation service is not established because of financial constraints. In this regard, rehabilitation services by the National Pension Scheme can contribute to covering this deficits and enhancing the financial stability of the pension fund. The rehabilitation services of the NPS should be established under the principle of economic efficiency. This services should mainly provide the vocational rehabilitations and cover beneficiaries of the disability pension. Most of the process of vocational rehabilitation should be commit to the outside agencies. But the National Pension Scheme, as the rehabilitation coordinator, should control the whole process of vocational rehabilitation practices.
