The purpose of this study is to demonstrate moderating effect of resilience on the effects of depression and anxiety on happiness and to identify the three different out-of-home care placement types-specific differences. For these purpose, the data were analyzed for 715 of the out-of-home care children. To verify the research hypothesis, a reliability test, descriptive statistics, correlation analysis, t-test, F-test, hierarchical regression analysis were conducted using SPSS 21. The major findings of this research are as follows. First, a hierarchical regression analysis of all out-of-home care children showed that depression and anxiety had a negative(-) effect on happiness and resilience had a positive(+) effect on happiness. Also the interaction terms had a significant impact on happiness. This identified the function of the resilience as a moderating effect. Second, the results of hierarchical regression analysis by type of out-of-home care showed that in all types, depression and anxiety had a significant negative effect on happiness and resilience had a positive effect on happiness. However, moderating effect of resilience was significant only in child care facilities and group homes. The results of this study showed that efforts were needed to improve the happiness and resilience of out-of-home care children and the needs for psychological and emotional intervention that can reduce anxiety and depression.
본 연구의 목적은 가정외보호 아동의 우울･불안이 행복감에 미치는 영향에서 레질리언스가 조절효과를 갖는가를 검증하고, 이것이 보호유형에 따라 차이가 있는가를 탐색적으로 파악하는 것이다. 이를 위해 『2018 자립 준비 실태 및 욕구조사』 자료를 활용하여 가정외보호 아동 715명을 대상으로 분석하였다. 주요 분석결과를 요약하면 다음과 같다. 첫째, 전체 가정외보호 아동을 대상으로 위계적 회귀분석을 실시한 결과 우울･불안은 행복감에 유의미한 부적 영향을, 레질리언스는 행복감에 유의미한 정적 영향을 미쳤다. 또한, 레질리언스는 우울･불안과 행복감 간의 관계를 변형시키는 조절변수로 작용하였다. 둘째, 가정외보호 유형별 위계적 회귀분석을 실시한 결과, 모든 유형에서 우울･불안은 행복감에 유의미한 부적 영향을, 그리고 레질리언스는 행복감에 유의미한 정적 영향을 주는 것으로 나타났다. 그러나 레질리언스의 조절효과는 양육시설, 공동생활가정에서만 나타났다. 이러한 연구결과를 바탕으로 가정외보호 아동의 우울･불안 완화, 행복감 및 레질리언스 향상의 중요성과 실천적 고려사항 등을 제안하였다.
The purpose of this study is to understand the case determination committee, whose establishment in every Si-Do and Si-Gun-Gus has been made mandatory since June 31st, 2021, and to devise measures to improve its system to guarantee the best interests of the child. A Focus Group Interview was conducted five times with the stakeholders in the child case system, such as case determination committee members, the directors of the child care team, and child care officials. The key findings are as follows. First, the stakeholders of the child care system consider that the case determination committee performs formal as well as procedural and practical functions for the best interests of the child. Second, as for the qualifications of the committee members, they value professionalism in the field of child care the most. Third, it was found that some improvements are needed in several matters, including conducting internal case management meetings, preparing review documents for the committee meetings, and proceeding with the committee meetings. Based on these findings, this study proposed the clarification of the functions (roles) of the committee, the revision of the contents of on-the-job training for the directors of the child care team and the child care officials, the development of curriculum for the committee members, the consideration of the inclusion of the general public as well as parties in composing committee members, and making guidelines for operating the committee meetings.
본 연구는 보호대상아동의 최상의 이익 보장을 위해, 2021년 6월 30일부터 시･도 및 시･군･구 설치가 의무화된 사례결정위원회의 운영 현실을 이해하고 개선 방안을 제안하는 것을 목적으로 하였다. 이를 위해 아동보호체계 내 관계자, 즉 사례결정위원, 아동보호팀장, 아동보호전담요원이 참여한 FGI를 5회 실시하였고 그 결과를 일반적 질적자료 분석 방법에 따라 분석하였다. 연구 결과, 첫째, 아동보호체계 내 관계자는 사례결정위원회가 형식적･절차적 기능, 아동 최상의 이익을 위한 실질적 기능을 수행한다고 보았다. 둘째, 사례결정위원회 구성과 관련한 사례결정위원의 자격에서 아동보호 분야의 전문성을 가장 중시하는 것으로 나타났다. 셋째, 내부 사례회의 수행, 사례결정위원회 심의 서류 작성, 사례결정위원회 회의 진행 등에서 보완이 필요한 점이 발견되었다. 이러한 연구 결과를 기반으로 사례결정위원회의 기능(역할)에 대한 명료화, 아동보호팀장과 아동보호전담요원 대상 교육 내용의 변화, 사례결정위원 대상 교육 과정 개발, 사례결정위원회 구성에서 일반 시민과 당사자의 참여 고려, 사례결정위원회 회의 운영에 대한 가이드 개발 등을 제안하였다.
