Considering the severe supply-demand mismatching of care services and the universality of care needs, social service innovation was assumed to be a necessary task based on the basic premise of establishing a care safety net. In the process of this innovation, this study pays attention to the innovation activities of the Community Service Support group organization that is carrying out the community service investment project.
To promote innovation in social services and enhance sustainability in order to establish a care safety net, we presented five major tasks including: 1) systematization of decentralization-oriented care policy governance; 2) strengthening the foundation of care service organizations in city/county/district public delivery systems; 3) internalization of social service innovation function at every public agency for social service; 4) priming budget support to create social service innovation; and 5) reform of the social service evaluation system to strengthen innovation orientation.
